Scartel Limited Liability Company was created by WiMax Holding Ltd, a Cypriot (offshore) company. 75% of shares were owned by "Telconet Capital Limited Partnership" fund (according to some sources it is a part of Alisher Usmanov's structures) and 25% belonged to Rostelecom.

The company's sphere of activity was the provision of data transmission services on the basis of "Mobile WiMAX" technology.
